Commands to manage a personal and common tree-like contact list of users

add a user to a common tree-like contact list;

MCIAPI_CS_GetDepartmentIDByTextPath

command for getting group ID in the common contact list via full path;

MCIAPI_CS_MoveUserToDepartment

move a user from one group of the common contact list to another.
