Error description
You are trying to place a message on the announcement board but you are not allowed to do so by the rule of rights group
Problem solution
Enable this rule "View announcement board" for users rights group in the section "Rights Control" -> "Permission groups" -> "Announcement board", or transfer a user to a group where this rule is enabled.
